The head chief of police in the town, Mousecliffe-On-Sea, the constable was very impressed with Basil after he and Dawson told them the situation of their current missing twins case. Both Clewes and the detective set a plan to later foil the kidnappers once and for all. It was at this point in the story where it became very crucial and very dangerous. Clewes had to act with his police force at the correct moment or else the entire operation would fail for everyone. .
